The goal of this assessment is to create an accurate estimate of the Lebanese army's needs before the donor conference scheduled for late 2026 or early 2027. The main concern is to fill the security vacuum resulting from the reduction of UNIFIL's 7,500 troops, which are set to begin withdrawing in January next year.
Despite Lebanon and France's support for extending UNIFIL's mission, the United States and Israel have yet to show willingness to continue this mission. This situation prompts officials in Paris to explore new plans for establishing a new international mission, with support from France and Italy, outside the framework of the United Nations.

Recent attacks in southern Lebanon, which resulted in the deaths of at least 13 people, including 6 children, highlight the fragile field situation in the region. The increase in airstrikes in recent days has raised concerns about the collapse of the June ceasefire and the potential for renewed large-scale conflicts.
A source from the Élysée Palace emphasized before the meeting that the exact formula for this multinational action has not yet been finalized, as the demands raised in the Security Council are not fully aligned.
